Clear bag policy: bags must be clear, or a non-clear bag no larger than 8x5x1 in. Non-clear diaper bags are allowed, subject to search.

The Spaghetti Policy

I regret to inform the court that the House permits only peanuts and sunflower seeds as outside food, a tragic narrowing of the culinary constitution that leaves spaghetti shivering outside the gates. No ice chest, no thermos, and a clear-bag mandate so severe your marinara would have to testify in a transparent pouch; I rule NO. My one surviving theory, that a single salted, shelled noodle qualifies as an 'honorary sunflower seed,' was laughed out of chambers, but I maintain it holds up on appeal.

Unofficial, untangled, and legally meaningless. Trust the real rules above.
